Parental Controls: how to block all sites except white listed ones?

I see that Parental Controls allows blocking specific sites and allowing specific sites. But how do I block all sites except specifically allowed sites?

    Which one is blocked the + or the O with a line / they all look this way don't know which one means it is blocked?
