www.metronet.com comes up as "403 Forbidden". Interesting as they are my service provider and I would like to get there to pay my bill.

You can try using a VPN to get around this 403 error.
@Chieft, what Bitdefender product are you using, Total Security? Is this happening within Safepay? If you have Anti-Tracker enabled in the Chrome, Edge or the FF browser extensions, try disabling it. Try clearing all the history options for that browser and see if that helps.
If needed, try disabling the components of Web Protection in the Online Threat Prevention module and see if that helps. If it does, try enabling them one by one to see which one may be affecting the webpage from loading.
And as Petersl alluded to, if you're using Bitdefender VPN, you may need to add that site to the Split-Tunneling, as it may be blocking the VPN, or try a different server.
