FWIW, the problem was immediately resolved when I uninstalled Bitdefender. IMAP synced properly from Outlook to Gmail. I reinstalled Bitdefender on January 10th and have not encountered the issue since. If I do encounter the issue again, I'll try the links provided by Flexx.
