Yes, there is a removal tool that seems to get plenty of use. Run it, reboot, run it again, and reboot. Now, if it was me, I'd run a registry cleaner to get any remaining junk out. It happened to me also and the solution is to use the BD Uninstall Tool and then reinstall BD (after you have reinstalled Windows Installer 3.1 and redownloaded the BD package).Also check the BD services in Control Panel-> Administrative Tools-> Services.
