Same issue, windows 10 pro fully updated, BDTS 2018. Active threat control randomly eats up all CPU (5820k) threads for every 2~3 minutes or so. From Process Explorer, System calls multiple atc.sys+0xa4324 TIDs for ~1 seconds resulting in 100% cpu spike. Disabling ATC temporally resolves the issue.
