SOLVED... I did clean the remnants of Vipre out of the registry, still had some issues. The other program I have been running was Malwarebytes. I stopped the MBAM service and disabled Malwarebytes at startup. Now the computer is not hanging up and shuts down properly. Thanks for everyone's help!

had you install any antivirus before this?had you uninstall it properly? maybe you can do system defragment and disc cleanup,and if you good enough,you can try to delete the previous key of the antivirus.. there are some utilities out there that can help you,but I can't stated it here,it will break the rules of this…
