Just for the record, folks, Bitdefender support have confirmed that this behaviour is normal and is simply caused by Bit Defender Agent checking to see if a password is set.

OK, after further fiddling about with notification settings, and turning literally everything I could think of ON, I finally got a notification when the web protection turned itself off again.
