I received a response from the developers saying that this is actually the intended behaviour and they had no plans to change it, so unfortunately it looks doubtful that they will ever change this. I have both Special offers and Recommendation notifications toggled off in my settings but the notification still appears. 3 days later and the notification is still there. Still can't see any obvious way to dismiss it - clicking "learn more" simply displays the web page but does not remove the notification. See the pasted image below.
