If your system is not joined to a domain then you are not going to see that option.

Just in case this is your problem too, I have trouble accessing some of the settings tabs when I open Bitdefender from the tray icon because my day-to-day user does not have administrator rights but if I run Bitdefender as Admin then I can get at the Settings tab under the Firewall options:

As with most everything in the Bitdefender interface, this isn't easy to find. From the main panel choose View Features and then click on the gear icon on the bottom right hand corner of the Antivirus section. This brings up this dialog in which you can select the Quarantine tab
