Hey, thank you for the reply, I finally found the source of the problem it was "acumbrellaagent" Cisco AnyConnect Umbrella Roaming service. All I had to do was to disable this service manually, and subtitles are working now.

I tried disabling real time protection according to instructions provided by mrmirakhur, and I also tried the lifewire fixes unfortuntately it didn't work. But thank you for support.
