How do I boot in safe mode? I am not given the option to do this when I start up for some reason.

I tried to do system restore to return my computer to the way it was on Friday, but the computer couldn't complete the system restore. I decided to turn it off and back on again, now I get a black screen with a mouse cursor on it.
