Last week my wife got scammed with an Instagram ad reditecting to a believable site.
How can I help to send this site for inspection, so trafficlight indexes it as scam?

Sorry to hear this. Perhaps the ad was not malicious itself, but the actual redirect was. May I ask how the scam unfolded? You can use the above link to submit the URL sample, and you can also use the free link checker available here:

Each link submitted there is also analyzed, but when using the form this will also create a ticket, so you'll also get a case number for reference.
