vivaldi.exe is allowed in app access
application rule doesn't have the "blue slider" but lists a bunch of "any network any protocol both directions all allowed"
Problem example: when I load Facebook and begin scrolling through posts, the posts go blank.
Problem began after I ran the utility FRST64.exe to fix popup adds and apparently it reset Vivaldi firewall rules!?
