Virus Not Detected By Bitdefender - Sample Included

Can't believe i opened this file.

I tried up upload the sample file in Winrar but it says

"Upload failed. You are not permitted to upload this type of file"

That file is not a virus, it is tool which can be used by hackers, but by itself it is pretty harmless.
