Update Not Configurable By End User

it will not STOP checking for updates upto3 times in any 1 hours period even if you set it to manual
it still checks for and attempts to install them, what is the point of a use Configurable update module
that is not Configurable by the user??????
I have attached 3 screens that help document this,
this problem does not occur using vista x64, so it's possibly a problem with the x86(32bit) version only, but i wish it would get fixed it should be a priority by now as 7 weeks is long enough to try anyone's patience don't you think?, if you don't fix it i will ,start taking it apart and experimenting. but i won't be passing on the solution if i find one
