Is 2012 Not Working At All

I upgraded to IS 2012 today when IS 2010 wouldn't handle a suspicious file. Installation showed no trouble, but whenever I try to open the interface I get "seccenter has stopped working". I have run the repair, reinstalled, run standalone uninstaller and reinstalled, but the problem still exists. I do not have "rapport" on my machine.

Please advise.
