That's interesting, as this link from Bitdefender Press Center shows what could be it, but with dead links. Some of the web pages I did find (light search) seemed to be less than well known sites that had something about it, or even a download, compared to cnet download, etc.
It is not listed in the Free Tools, or the Free Removal tools: http://www.bitdefender.com/freetools/ Let's see what others say, you have me curious too.

And the above asked tool is legitimate application by Bitdefender. You can check its Digital Signature. I think due to up-gradation, site some need optimization which may be under process.0 -

You can always check the digital signature for a file.
Right click on the file and select Properties. Go to Digital Signatures and if you see there Bitdefender, that is a valid file.
