I don't remember how or where this came from....is it a valid BDIS 2012 app/file ?

That's interesting, as this link from Bitdefender Press Center shows what could be it, but with dead links. Some of the web pages I did find (light search) seemed to be less than well known sites that had something about it, or even a download, compared to cnet download, etc.
It is not listed in the Free Tools, or the Free Removal tools: http://www.bitdefender.com/freetools/ Let's see what others say, you have me curious too.

It has the same dead links that my link has, are they not supporting it or pushing it anymore?

And the above asked tool is legitimate application by Bitdefender. You can check its Digital Signature. I think due to up-gradation, site some need optimization which may be under process.

You can always check the digital signature for a file.
Right click on the file and select Properties. Go to Digital Signatures and if you see there Bitdefender, that is a valid file.
