Yes, it is. See the sticky thread at the top of this Forum for a listing of available offline installers. I use the BDIS offline installer all the time to install BD Internet Security on computers.
I missed it too. I asked the same question a few months ago ... sigh

There are only the offline .exe files as per Phil's post, and the online stub installers...no BD .msi installer versions.

Bitdefender consumer products do not have MSI installers.
