I feel that these restrictions should come from the webcam manufacturer at a driver level, however the feature request is taken in consideration.

Not really sure if it's considered an update, or any help to you. But, just yesterday, I tried to open my desktop Microsoft LifeCam, and Ransomware Protection blocked it. I had to add it to Trusted Applications to open it. Works OK now. I have a hood on the webcam, but I wouldn't/couldn't tell if it's secretly recording, since the hood covers the indicator light.
The update will be seen in the product and/or the changelog I update with each build release.
I dunno if the activation of the webcam itself can be blocked, but the data stream can surely be blocked and access to that application restricted.
