Who is blocking this site?

Who is blocking this site?  I didn't ask for https, I asked for http.  There is nothing sensitive at this site.  I don't think it's bitdefender because I added an exception in bitdefender online threat protection.

I know I can just click on the link to bypass the warning, but I'm just wondering who is blocking this and why.

Well, that looks like Internet Explorer is the one blocking that site.
