i saw this entry disabled in services, is it legitimate? what is it's function? and should it be enabled?

but i think it should be enabled....

i noticed the entry(atchost.exe) in the task monitor causing the CPU to run very high on an idle desktop, but last evening after a recent update that the entry disappeared in running task an the CPU was running normal again...i believe this was a glitch from an previous update because I've never seen that service run externally before.
