Windows security is telling me " Bitdefender Antivirus" on my desktop, is closed?

My desktop computer Wireless network is blocked?

However, my laptop is working perfectly and is on the same system?

In case Windows Security Center reports Antivirus and/or Firewall are turned off, follow the instructions from the article below:
