I can confirm you that it was officially launched in France and Netherlands and will be launched soon in Romania.
No ETA for the English version and other versions.
It comes with 30 days free trial and after that you can buy a license for just 30 Euros(or around this price) and that license is valid for the lifetime of that PC.

Actually, we don't know for sure if it will be launched in other languages than French and Romanian.
