Port Scans Happening Regularly From One Ip

I've been getting port scans from 119.160.118.73 (it goes to a Pakistan location but the owner of this IP is Mobilink, A Subsidiary of the Orascom (which is Godaddy.com) its a DNS IP this didn't start happening until September oddly...
Anyway... I've also read other forums/threads where this would randomly start to happen back in 2011-13 sounds very coincidental doesn't it?
So, how do we fix this? Shouldn't block port scans be ON? I've had to turn it off so that this doesn't keep happening.

Hi. Can you show a screen shot on a sample log from that IP? You can probably just block incoming connections only from that source IP Address. Guide below. Good luck testing.
