Upgrade From Windows 7 To 10 Can't Start Certain Features

Just upgraded from Windows 7 to Windows 10. Active Threat Control and Intrusion Detection cannot be activated. I have tried a "Repair" twice with no result. All features worked fine in Windows 7. Any ideas?
