I am a little confused at this and it's probably the fault of defender. Either way, my windows 10 laptop detects Bitdefender has off.
Bitdefender happily announces I am protected. So not sure what's happening.

Most likely the Security Center is not reading the information properly.
Usually when the security solution is off you have a option to re-enable it. I see yours is greyed out.
I would advise reinstalling the application and see if its seen proper by Windows.
