Uninstall and reinstall issues

I was having issues with a security notification (1 per second) so uninstalled Bitdefender. When trying to reinstall I get a message "C:\Users\name\AppData\Local\Temp\RarSFXO" is not accessible"

I've tried to use the BD uninstall module and before it executes, I get the same notice.

I've searched for the named file and it does not exist on my computer.

I can't find anything through Googling this message.

Would appreciate advice to get this problem resolved.
