Is there a way to avoid problem VPN IP addresses being assigned to my laptop?

I recently started recording what VPN IP addresses have problems with (e.g.) Duckduckgo.com when assigned to my laptop.
Some problem IP addresses:
216.131.118.51
216.131.118.52
216.131.118.64
Some IP addresses that seem to be OK:
216.131.84.24
216.131.84.47
Sometimes I can't get to gnu.org or MSys mirrors, but I didn't record those IP addresses.
