Bitdefender Dashboard keeps recommending I turn on notifications even though they are all enabled in the Mac System Settings.
How do I prevent this re-occurring?

First, check if reinstalling Bitdefender solves this glitch. If not, get a hold of Support so they can further investigate this behavior in detail. You can get in touch with the Bitdefender engineers by choosing one of the contact channels listed here:

State your contact reason / choose request category, then choose from the available contact channels, chat, phone and email/ticket. Chat would be the fastest way to reach them.
