blacklisted VPN ip addresses

the majority of the Bitedefender VPN sites do not work for me as they appear to be blacklisted, however there is one in a non US country that I can consistently rely on . The only problem with this is that when shopping, a site thinks you are from that country. I find it disheartening that Bitedfender is providing VPN services/hardware that are not clean. What can be done to increase the number of alternate good IP addresses?

All the USA sites I try to sign in to are blacklisted, making my emails to others dropped or returned with errors. How can I find a good USA server that is not compromised? Otherwise I am forced to go to Canada for a clean IP.
