I get this error for costco.ca if I use a Vancouver (Canada) ip but no problem if I use a Toronto(Canada) IP

This is the message I get:

Access Denied

You don't have permission to access "http://www.costco.ca/s?" on this server.

    Most likely that page detects that you are using a VPN connection due to that particular server, so this may happen. Certain websites practice geo-blocking as a way of limiting access based on the user’s geographical location, and some pages may actually have mechanisms that detect VPN connections. Geo-blocking is done by identifying the IP address. Therefore, as a first troubleshooting method, you can change your VPN server to obtain a new IP and potentially bypass the restriction, just like you did with the Toronto server.
