I have read that to block an ip address in Rules, I should click on the plus "+" sign on the Rules page. Where is this plus sign on that page as I cannot find it…?
Kindly have a look at the video provided below by Bitdefender Support. Fast forward to the middle or end of the video, and you will see how to allow or block a specific IP address via the Bitdefender firewall for the consumer version of the Bitdefender product.

Select, How to's & Troubleshooting Bitdefender products→Troubleshooting→I don't know→Contact Support→ You will get the option of chat, call or email.
To get immediate update, make use of the chat option. Bitdefender support may require logs and will assist you in generating them.
Also, ensure you do not have any ad-blocker or privacy-blocker extensions enabled, as they might prevent the chat window from appearing.
