I think the description is too brief for us to understand what's happening there..
However, I don't think that's normal behavior. And there can be multiple causes behind this. I guess my first question would be if this behavior started recently and happens with all usbs, or only occurs with a specific usb? Because if it only happens when inserting a specific usb, then I think chances are that one is very likely compromised. Because some usb drives, especially those previously used on compromised systems, may carry autorun malware. The rapid opening and closing of dos windows can be a sign that a .bat or .vbs s.c.r.i.p.t is being executed in the background. But there's no telling what that s.c.r.i.p.t attempts to do, it could try to copy malicious files, or create scheduled tasks, or even download further payloads from the internet…
Now, I started here with the worst case scenario, but there can be other causes behind this. A less common and concerning one, but worth exploring, is the autorun scripts, if any. If autoplay is enabled in Windows, a autorun.inf file on the usb may attempt to run predefined programs or commands. That would be something to check, just to get this out of the way. Also, do you use any encryption or authentication utilities on usbs like Ironkey, Bitlocker, or Sandisk? I'm asking because these might spawn command-line windows for unlocking drives or launching utilities. However, they usually show a branded interface and not disappear quickly, so this is unlikely in my opinion, but worth having a look.
Nevertheless, I think some precautionary measures are neeeded here, and you can start off by NOT opening any files on that usb or usbs. Then run a full system scan, and if it turns out that the usb is not clean, you can format it to remove any possible hidden scripts. I'm just making assumptions at this stage, because again, I can't know exactly what's going on there, but so far reading the brief description you wrote, this is what I would do.
One more thing, make sure to disable autoplay, if enabled, and look for any registered scheduled tasks or startup entries by checking the task scheduler.

Thx v much for your detailed look on the matter , i ran full system scan + custom scan ( scanned all files ) and rescue scan as well , nothing was found ( locked files were not scanned ) , should i scan the suspicious usb or perform full system scan after inserting it in the pc? anyhow i found some suspicious files later but those could be a pert of recently installed software and i m suspecting that the back ground opening of the unknown websites ( discussed with you b4 ) could be a part of such suspicious files hunted by bitdefender now. ve a look.

i just restored the last one and did not allowed all of the others. i inserted all of my usbs in the pc, even win 10 installation media too, i do not ve another pc, what should i do know if i perform a clean install? what is this hack tool and why is it related with chat gpt and all other legitimate softwares.

What happens when you insert the USB drive in a different PC, does this also open dos windows briefly?
Is it only the one USB drive because if it's all USB drives it might be driver related perhaps, try by reinstalling the USB and chipset drivers on your system.
i do not ve another pc , it did not happen with any other usb drive.
That doesn't necessarily mean that the USB drive is infected with a virus, it could just be something with the driver of that USB but I would not use this USB drive anymore if I where you just to be safe.
