Multiple possible reasons here. But nothing concerning, really. Even if you select Costa Rica in Proton VPN, the actual server you’re connected to may have an IP address that geolocation databases associate with Ukraine. VPN providers often rent or reassign IP address blocks. These blocks may still be registered to companies in different countries, so when a geolocation service looks up the IP, it may resolve to Ukraine instead of Costa Rica. So, I don't find this unusual at all, and I think such discrepancies are common.
There isn’t really one universal database for IP-to-location mapping. Proton VPN may use its own server mapping, while Bitdefender’s Digital Identity Protection service likely queries a third-party IP geolocation service, which could list that IP range as belonging to Ukraine.
Also, keep in mind that some VPNs (including Bitdefender) may use virtual or tunneled servers, From the user's perspective, that means you pick “Costa Rica,” but the traffic may be routed through another country first (e.g., Ukraine) before exiting. This is done for speed, bandwidth balancing, restrictions, or due to availability.
