That looks like a temporary file from an app. These types of files are binary data files, often used by applications or firmware to store information such as configuration data, cached info, or compiled code. The file is extremely small, which leads me to believe that it's a configuration or marker file rather than an executable payload.
Should you have any concerns, you can run a scan with Mobile Security and see if it finds anything. In any case, I guess you can delete it outright.
