VPN to VPN Premium Upgrade

I am a new Bitdefender subscriber. I acquired the Bitdefender Ultimate Security Family Plan subscription. I was under the assumption that this subscription level entitled me not to just a Bitdefender VPN capability but to a VPN Premium license. However, when I try to upgrade I am told that's another $39.99.

Am I incorrect in my assumption? Or can you advise how to upgrade without forking over the additional $40?
