This app by a developer in HongKong appeared on my tablet mysteriously. The app has no reviews and seems to be very recent. Is it safe or is it malware?

We can't possibly know 100% without some thorough testing. I think the fact it appeared mysteriously is a major red flag. Legitimate apps don’t typically install themselves without user consent, unless some permission or exploit is involved. Also, if the app is asking for more permissions than it needs, for example microphone, messages, device admin, overlay, etc, that’s another red flag. Given the circumstances and since you mentioned that it's an unexpected app with little transparency, I would treat it as potentially malicious or unwanted until proven safe. In practical terms, that means you should uninstall it or disable it unless you know what it’s for.
After uninstalling it, scan your device and monitor for any signs of compromise. Keep an eye on battery drain, data usage, other new apps you didn’t install.
If you really want to keep the app (for example if you discover it is legitimate and useful), then only allow it minimal permissions, and monitor it closely.
