Someone in either Georgia or North or South Carolina have taken over my email account as well as lodged themselves into the computer so that maps and store locations indicate one of these locations not my own in Missouri..

How exactly was your email account taken over and how did you come to this conclusion? Did you click on any attachments or URLs received from doubtful sources, where you requested to enter your credentials someplace else and do you still have access to your email or not? The location by itself does NOT prove someone has taken over the computer or email. The different location may have multiple causes, IP geolocation errors, VPNs, mobile ISPs, large ISPs that route traffic through other states, cloud services like Google, Microsoft, Apple using regional data centers, Wi-Fi network misclassification, DNS resolvers located in another state, to name a few. So this alone is not proof that someone gained access to your account, but there are other symptoms that may indicate this. An actual email compromise usually shows at least one of the following:
