What is with the new iOS idle message that can't be turned off?

VPN is connected and I'm constantly doing stuff with my phone yet I get this popup message akin to "you haven't been doing anything for an hour so maybe you should disconnect VPN."

How do I turn this off?

I think I know what this is about. The notification should not be displayed this way. The VPN team will make some adjustments to change the logic of when and how this pop-up is shown.
