Bitdefender is moving the MarketplaceRules.dll emidiate into quarantine when I try creating a Build. The file gets created in:
C:\Users\username\AppData\Local\UnrealEngine\Intermediate\Build\BuildRules\MarketplaceRules.dll
I came to report the same thing, and worse - in my case adding an exception for the Unreal editor is not sufficient. It still quarantines and kills the process.

Same problem, working with Windows 11 x64.
