Hi, I have noticed that there are 2 separate subscriptions in my Bitdefender Central. The renewal dates are different but the packs are the same? I wanted to talk with Bitdefender but there are no direct contact numbers. Could someone please help?

Usually this happens when you renew early and the outgoing subscription is not identical with the new one. When entering the activation code in Central, two options are presented:
If the option to extend is not available, this means that the new subscription is not identical to the one that's about to expire, so the activation will be made in parallel. In other words, the two subscriptions will overlap until one of them expires. If you can provide me with a screenshot of your Central account, I can tell you what's going on there and what the options are. Bitdefender Support can be reached by phone as well. State your contact reason, choose request category, then select from the available contact channels, chat, phone and email/ticket. Chat would be the fastest way to reach them.

I have the same situation where I have an active Bitdefender Family Pack subscription but renewed with a Premium Security subscription. Now, I have 15 devices protected with Security under Family Pack (still active for a few days) but none are showing under the Premium Security subscription. Will I have to download/set-up Security with the Premium Security subscription on every devices once the Family Pack subscription will be expired or will they switch automatically to the new subscription once the Family Pack one will have expired?

Once the current subscription expires, the protected devices should be automatically reallocated to the next active subscription in the Central account that can protect them, in this case Premium Security. Should you wish to reallocate them manually, you can do this by following the steps described in the article below:

How many slots do you have available on the Premium Security subscription? If all 15 devices protected by the Family Pack subscription are still in use, you'll need 15 slots on the new subscription as well, for complete coverage. In any case, when renewing it's not necessary to reinstall Bitdefender on the devices where it's already installed, because the antivirus configuration and expiration date will adjust according to the subscription that covers them. But they have to be allocated to a subscription for the protection to work.
