This is very frustrating and makes it only half useful. I understand why it can't scan system files, but I have hundreds of gigabytes of my own files on my phone that change regularly. These are never scanned for malware by Bitdefender. Why?

If you are referring to Bitdefender Mobile Security for Android, due to heavy OS restrictions, the application sandbox and the (fortunate) lack of root access by default, data files such as PDFs and other type of files (photo, video, etc.) are not a security threat like they are on desktop machines (Windows, macOS). Mobile Security scans all applications before installation, as this would be the main attack vector on Android OS. And of course, there's the Web Protection component in charge of safe browsing.
