On Apple iOS devices can Web Protection “local VPN” be one of the double-hop VPN sites/locations?

Hi
Wondering about the issue of only having one VPN being able to work at any one time on iOS devices and also in Bitdefender Mobile having to frequently swap between the VPN and Web Protection.
Is it possible to make the local VPN used for the Web Protection as the first location in a custom double-hop VPN instance?
