"antivirus Action" Popup

I have just had one of my laptops infected with "Antivirus Action" popups (several different windows). This popup asks me to purchase a cleaning program for malware, viruses, etc. It has somehow disabled the Bitdefender Internet security program from taking action after I recieve a warning (in the typical fashion) about the infection. It causes Bitdefender (upon startup) to give a "BitDefender services are not responding message", closes the control panel functions like Internet Security and firewall startups immediately after launch. Even after a restart it is the first thing that pops up before the user list does. I now in Windows Vista cannot go through the normal means to get rid of it. Can someone tell me how to deal with this intruder?

Since I wrote this post I have tried to further eliminate the problem. First I went to Windows Safe Mode and tried the Bitdender Antivirus program. I found the same message regarding services not responding. Upon returning to the Vista desktop I found that the Bitdefender software wanted to run a system scan (it somehow was activated again). I immediately ran a deep system scan. I found three issues, two which were deleted and one I sent to quarantine. I rebooted the computer and found the same popups active again. Bitdefender alerts give me two names for these threats. One is "win32/Nuqel.E" and the other "BankerFox.A" I hope this extra information further helps someone provide me with the removal of this problem popup.
