paranoid mode breaks firewall

Firewall acting erratically once i turn paranoid Mode on, despite allowing it's blocking programs or auto-allowing them. Absolutely broken, nothing like BDIS 2015. I repaired, uninstalled, reinstalled. Nothing fixes it.
