On the gui is there a way to clear file and web protection count(shown in picture)?

As far as I know, there is currently no capability to clear those stats. They disappear or recalculate after 30 days or a month. That feature has been requested, but so far, the BD programmers have not implemented that feature.

You are more than welcome. Hopefully that feature will be added to a future version update. I would like to see that capability added as well.
The only way I know to remove Threat Counts is to do a Bitdefender Repair. (Uninstall/Reinstall) It can be done from "Programs and Features" --->Bitdefender Total (in my case) ---> right click, uninstall, a pop-up will ask "reinstall" ---> left click on that.
