Does parental control need to be installed on child's user account on mac?

I installed parental controls on my household mac. My son uses his own 'User' on the device (separate login etc...). should parental controls be installed while logged in to his user? Or just on the device while logged in to my user account?

    On MacOS, Parental Control restrictions will apply to all users on the device.
