This is a known issue and is being looked into, hopefully with a resolution soon.

Mine gone too - but you can hold down the shift button while pressing delete and a message will come up asking if you want to permanently delete the file. Easy peasy.

Holding down the Shift key while pressing the Delete key only causes the file being deleted to not be added to the Recycle Bin. It does NOT shred the deleted file or render it unrecoverable by file recovery utilities.

The development teams have contacted Microsoft for assistance. It seems that they ran into some difficulties concerning the folder support for displaying the new context menu in the Recycle Bin. They are now working together to find a solution.

I haven't kept track of this for a while, but confirm that it's resolved on your end, too.
edit: remember, there must be something in the Recycle bin in order for the BD context menu option to display.
