Kindly check below stated link by bitdefender support staff
https://www.bitdefender.com/consumer/support/answer/13353/
As per the mentioned link, you can only add websites URL under split tunneling feature.
If issue persists, kindly contact the bitdefender support by visiting https://www.bitdefender.com/consumer/support/ and scroll down to the bottom of the webpage where you can get in touch with support representative either by email, chat or over a call.

So what I and reading is Bitdender VPN premium will not allow in any shape or form or setting to exclude an IP address such as 172.16.1.56. My only option is to remember to turn off the VPN protection so I can access that address and then remember to turn VPN back on again?

Hi @IAShooters,
I confirm, the only way to bypass that address is to add the website's URL for split tunneling.
