Pre Installed Android Apps

My phone has 380 pre installed apps that are there even after factory reset and remain running even after I disable them. Some with permissions like com.samsung.android.mcfds.permission.access_service and also android.permission.accept_handover but when I run a scan it says I am safe. How is that possible? help plese
